Overview

The Notebooks organization builds AI-powered productivity solutions that help users create, organize, and act on their ideas. Our suite of products - including OneNote and Copilot Notebooks - integrates intelligent capabilities into unified notebook experiences used by millions worldwide.

As a Principal Technical Program Manager (TPM) on the Notebooks team, you will serve as a senior technical orchestrator for complex, cross-functional initiatives that span multiple products, systems, and partner teams. You will work at the intersection of strategy and execution, helping to translate product vision into reliable, high-quality delivery across engineering, product, design, applied science, and platform organizations. You will be visible to executives within our organization and outside of it, driving alignment and the product forward.

In this role, you will help ensure that Notebooks experiences are not only innovative and powerful, but also trustworthy – earning and sustaining user confidence through thoughtful execution, quality, and responsible delivery. You will play a key role in helping teams navigate tradeoffs, risks, and dependencies that underpin user trust, at scale, helping the team land impactful, AI-powered features and products.

Responsibilities

· Cross-Functional & Cross-Organizational Collaboration

Act as the connective tissue across engineering, product management, design, applied science, data science, and partner teams within and beyond the Notebooks organization. Drive alignment across technical and non-technical stakeholders to ensure shared understanding of goals, scope, and execution plans.

· Program Ownership & Execution

Own end-to-end planning and execution for highly complex technical programs spanning multiple workstreams. Break down ambiguous problem spaces into executable plans, manage dependencies, and drive accountability across teams to deliver outcomes on time and with high quality.

· Technical Execution & Quality Oversight

Partner closely with engineering and platform teams to track feature delivery, uphold engineering and AI quality standards, and surface risks early. Develop a strong understanding of system architecture, integration points, and performance considerations to help teams make informed tradeoffs.

· Risk Management & Mitigation

Proactively identify technical, operational, and execution risks—including those related to scale, reliability, and trustworthiness—and work with partners to develop mitigation strategies. Serve as an escalation point when issues threaten delivery, quality, or user confidence.

· Trust, Responsibility, and User Confidence

Support the delivery of Notebooks experiences that users can rely on and trust. Collaborate and in some cases drive Responsible AI, privacy, and compliance to help ensure features are developed and launched responsibly, balancing innovation with appropriate safeguards and clear accountability.

· Metrics-Driven Decision Making

Define success criteria and key metrics (e.g., KPIs, OKRs) for programs and features. Ensure appropriate telemetry is in place and use data to assess progress, inform decisions, and guide iteration.

· Technical Communication & Stakeholder Management

Communicate program status, milestones, risks, and tradeoffs clearly and effectively to stakeholders and executive-level leadership. Translate complex technical concepts into concise, actionable insights that enable informed decision-making.



Qualifications

Required Qualifications:

  • Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience. 
  • 3+ years of experience managing cross-functional and/or cross-team technical programs.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • Bachelor’s Degree AND 12+ years of experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • 8+ years of experience managing cross-functional and/or cross-team programs at scale.
  • 1+ year(s) of experience reading and/or writing code (e.g., reviewing designs, sample documentation, or product demos).
  • 2+ year(s) of experience working in or closely with compliance, Responsible AI, privacy, or related trust-focused domains.
  • Experience partnering with applied science or AI teams to deliver intelligent, data-driven product experiences.
  • Proven ability to lead highly complex initiatives across organizational boundaries, driving alignment among diverse stakeholders.
  • Effective technical communication skills, with the ability to translate between technical and non-technical audiences.
  • Demonstrated experience identifying risks, managing dependencies, and driving execution in ambiguous problem spaces.

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $139,900 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
